Главен критерий за допускане и одобрение на грантовете и субсидиите е иновативността на подадените проекти, а не рентабилността им и подобни традиционни инвестиционни парично оценявани критерии и параметри. В пълен контраст с традиционния бизнес, иновативността се определя по непарични критерии и степени. Най-високата степен е световна патентна новост, съгласно официална експертиза от Патентното ведомство. Този контраст често обърква бизнеса, защото от него не се търсят парично измерени резултати, а непарично измерими ползи.

The goal is no longer just to keep producing or providing a service or product that is good. The goal is to progress, move forward, innovate, and provide something that is special and unique. This means that organizations aren’t looking for employees who will simply toe the line; rather, they want employees who will bring something new and interesting to the table and who aren’t afraid of shaking things up.
Innovation cultures celebrate diversity and creativity. Different organizational departments are encouraged to collaborate instead of becoming siloed. Innovative ideas come from surprising places, and the businesses that not only realize but embrace this are the ones that are quickly rising to the top.
But it's not just about the workforce and their innovative ideas. As more and more businesses have realized that they can no longer rest on their core business merits, we’ve seen more and more money, time, and other resources being invested in innovation.
It’s a balancing act: businesses need to continue to provide their traditional services and products with excellent customer service and experiences, while also developing new products and services that will revolutionize their respective industries. Companies that are able to strike this balance are the ones that succeed. The others slowly fall to the wayside.
The initial steps that a successful innovative business follows are known:

Comparison of innovative with traditional business activities
Such a comparison is always conditional. But in any case, innovative companies carry out a number of activities that do not bring profits quickly. A number of economic incentives are provided to encourage innovation, which has been the main driver of progress throughout the history of civilization. Most often, these are subsidies and grants. Now, in the COVID-19 pandemic, these incentives have intensified. They refer to activities within the company, which can be briefly described by the following example: Research, development, design and implementation of prototypes, their testing, measurements, through computer simulations and tests in real conditions, the accumulation of "know-how" ", design of new technologies and innovative technical means and products, etc. similar. As can be seen from the far from exhaustive description, these activities precede the production and launch of new products. And these new products are not always profitable, precisely because they are new. Companies do not profit from this, and the costs incurred are losses. It is these losses that are covered, in whole or in part, by various types of innovation subsidies and grants, including advance payments. They are provided only for the development of products and services that have proven highly innovative qualities with official expertise from the competent authorities - mainly from the Patent Offices.
